Safer State Borders – Preparation of Standard Operating Procedures for Border Surveillance

A workshop aimed at preparing Standard Operating Procedures (SOPs) for border surveillance was held in Šabac on March 11-12, 2025. During the two-day workshop, representatives of the Border Police Directorate worked on improving the existing draft of this document.

The Standard Operating Procedures (SOPs) for state border surveillance are applied in the activities of the Border Police Directorate and encompass all tasks and measures undertaken to ensure border security. These SOPs include all organisational units of the Border Police Directorate operating in the state border zone, covering both land and water border surveillance. The procedures also address risk management arising from cross-border activities.

This document establishes uniform procedures implemented by the Border Police Directorate in accordance with applicable legislation and international standards, ensuring consistent, efficient, and lawful execution of all operational tasks. The application of the SOPs includes operational activities aimed at preventing illegal border crossings, detecting and combating cross-border crime, and responding to security incidents in line with the Law on Border Control and the Law on Police.

During the workshop, new ideas were discussed to enhance the existing draft, and these will be incorporated into the proposed SOPs. The Ministry of Interior of the Republic of Serbia will review the improved document and provide feedback and possible suggestions for further improvement before its final adoption. The goal of these procedures is to provide the border police with clear and unified guidelines that will contribute to greater security for all citizens.
